In TT army book, Knight's of the blazing sun are considered Core units, while Reiksguard Knights are considered a special unit. I think the only logic in all this is because it's from a DLC and they tried to make them as tier 3 units and just failed.They can be thematic if you like roleplay your campaign, but if you play to win the game as fast as you can, then of course only best units show up in armies. I think the tier 1-3 units just broke the lore of warhammer, but I suppose they went that way for the gameplay adaptation to TW that follow that logic for years now.

I'm hoping they do something else in the next two games. Personally I think being able to build an army of all elite units with no core and no maximum on really rare units is silly too, but that's a different issue.

As a TT player I like to follow some kind 'rules' in army building, wich is based on TT restriction.max 25% army budget for Lords and Heroesmin 25% Core unitsmax 50% special unitsmax 25% rare unitsDoing so allow me to field more army wich is quite usefull especially when fighting on multiple front. It may not be as fun as sending all my tier 3 units on a bobble without any strategy abd whiping any army without a loss, but at least it make the battle more challenging for longer.Actually I don't see the use of this kind of rule enforced in single player campaign, but it should at least be a restriction for multiplayer ranked game.For now the multiplayer is broken and most of the time you will face army that yu wouldn't face in TT. As example mass Demigryph or mass Giants.But I don't think they ever plan to make this game competitive multiplayer so I suppose we will never see that kind of adjustement and they will keep using the tier system instead.
